The White House has to craft a bill that achieves a delicate balance between progressive and moderate provisions; openly supporting the public plan may tip the scales and alienate important moderate votes.

The seed "Republicans want to cut foreign aid" You say that the aid from the Us is less then %1 but you also need to figure the many times the US military conducts exercises in many of these countries. Some of these missions are medical in nature med exams/eye exams to include glass's/ dental and whatever. If they are near a coast then one of the hospital ships will be there also. If there is a hospital ship docked then there will be part of a fleet there. In that fleet you will have Seabee's those Seabee's will be ashore building schools, clinics and hospitals. That also means bringing all the construction equipment ashore they need not to mention construction materials needed. Now a month or so ago they had a free health fair in New Orleans for people who could not afford insurance or to see a Doctor. Why not park a hospital ship there or off the coast of the Carolina's. Why not send the military in to build new schools or clinics in depressed areas of the US. All the help that the military provides is not part of any aid package but is part of exercises the military holds through out the year. Some of the military budget is used for foreign aid. When we drew down forces in Europe we closed some hospitals we gave all the equipment in them away. We still do this today. All that is not counted as aid even though it is. I am sure there are hospitals in the US that would benefit from this.
